What is an Equipment Service Charge?

Kleenheat’s Equipment Service Charge is a fee we charge you to ensure the ongoing safety and compliance of your gas installation.

In the past, we referred to this charge as a ‘Facility’ or ‘Service’ fee.  We renamed the fee to the ‘Equipment Service Charge’ to match the terminology used by other LPG retailers in Australia.

Your Equipment Service Charge is used for:
Gas cylinder replacements

Thousands of gas cylinders need to be replaced every year.  A replacement may be required due to the age of a gas cylinder, damage to a cylinder (intentional or unintentional), or other safety-related reasons.

A gas cylinder replacement costs hundreds of dollars. The cylinders themselves can only be sourced overseas and there are only a couple of suppliers that make cylinders that meet Australian safety standards. The cost of a gas cylinder replacement is not included in our standard cylinder price.

Cylinder testing

We’re legally required to conduct compliance checks on a gas cylinder every time we fill it with gas. We’re also required to conduct regular checks on the equipment used to fill our gas cylinders.

These checks are conducted to ensure we keep our customers safe.

Site safety checks

We conduct a safety check on a property’s gas installation every time we visit. This involves checking the regulator, pigtails, the chains securing the cylinders, and the distance of the gas cylinder from protected areas. These checks are done to ensure there aren’t any factors preventing us from supplying a new or replacement gas cylinder.

In the last two years, we have identified over 1,000 non-compliant installations and/or safety issues. We will always make a customer aware of an issue with their gas installation and provide guidance on how to resolve an issue, even if the situation is not related to our cylinders.

Advanced cylinder testing

We are required to conduct advanced cylinder checks at certain points during the life of a gas cylinder. These tests are extensive and involve us checking a cylinder’s structure and weight and replacing cylinder valves.

Kleenheat only has two sites in Western Australia with the specialised equipment needed for these tests, and the upkeep and maintenance of this equipment is vital to ensuring LPG cylinder supply to the state.  This testing is not included in our standard cylinder price.

Gas Inspectors and DMIRS Compliance

Kleenheat employs Gas Inspectors in Western Australia. Although we are not unique in this, not all gas suppliers have Gas Inspectors on their teams.

Having Gas Inspectors allows us to assist customers who are building properties with LPG, or who require a new LPG installation.

If a gas supplier does not have their own Gas Inspector, they are not permitted to supply new gas installations and a third-party inspector must attend a property before gas can be delivered.  Historically our customers have said that this is something that is important to them and for this reason, we believe it is important to us to continue to provide this.
